1. Core Thesis
The central premise of this Blueprint is that evangelism is not a mass-marketing event, but a process of intensive, relational investment in a small group of individuals.
True movement growth is achieved when a leader focuses on building depth within a few disciples, who are then empowered to replicate that process, thereby creating a self-sustaining cycle of leadership development and church multiplication.
2. Foundational Principles (Adapted from Robert E. Coleman)
The Master Plan of Evangelism by Robert E. Coleman is a foundational work that examines the ministry of Jesus to derive a biblical strategy for discipleship and evangelism. Rather than focusing on programs or large-scale campaigns, Coleman argues for a relational, intentional approach based on eight core principles:
- Selection: Jesus focused His energy on a small group of disciples, prioritizing quality over quantity.
- Association: He lived “life-on-life” with His followers, spending significant time together.
- Consecration: Jesus required total commitment, teaching His disciples to prioritize the Kingdom of God.
- Impartation: He shared not only His knowledge but His very Spirit, empowering them for ministry.
- Demonstration: He modeled a lifestyle of service and sacrifice for them to emulate.
- Delegation: He assigned responsibilities, sending them out to practice what they had learned.
- Supervision: He provided ongoing feedback, correction, and guidance.
- Reproduction: The ultimate goal was for the disciples to become disciple-makers themselves, creating a perpetual cycle of evangelism.
3. The Strategic Narrative
The modern church often struggles with the problem of shallow engagement and unsustainable growth models. The Hero of this story is the individual disciple who is willing to commit to a rigorous process of transformation. As the Guide, the leader shifts focus from broad, impersonal outreach to the disciplined, intentional selection and training of a few. The Plan requires a radical departure from program-driven efforts toward a life-on-life investment strategy. By following this Plan, we move beyond mere programs, effectively Multiplying the Kingdom through every disciple we equip.
4. The KingsCity 12×12™: A Pathway to Kingdom Multiplication
When Jesus commanded us to ‘make disciples of all nations’ (Matthew 28:19), He modeled a rhythm of life that began within His own local community. He walked alongside a few, investing deeply, so that they might eventually reach the world.
The KingsCity 12×12™ is an intentional framework designed to help us mirror that rhythm today.
Whether we are called to disciple our immediate neighborhood or a broader regional network, the principle remains the same: we start by identifying a few faithful individuals and pouring our lives into them.
This framework provides the disciplined structure to help those leaders grow, replicate that depth, and effectively reach their own spheres of influence.
As each leader builds their own ‘hub’ of disciples, the vision of the Kingdom begins to expand naturally – from our local community, outward to the City, Nation and Nations..
| Generation | Role | Total Disciples in Network |
| Parent | Founding Leader | 1 |
| 1st Gen | Children | 12 |
| 2nd Gen | Grandchildren | 144 |
| 3rd Gen | Great-Grandchildren | 1,728 |
| 4th Gen | Great, Great-Grandchildren | 20,736 |
| 5th Gen | Great x 3-Grandchildren | 248,832 |
| 6th Gen | Great x 4-Grandchildren | 2,985,984 |
| 7th Gen | Great x 5-Grandchildren | 35,831,808 |
| 8th Gen | Great x 6-Grandchildren | 429,981,696 |

How to Understand the Math:
- The Power of Few: You do not need to pastor 27 million people yourself. You only need to pour your life into 12.
- Scaling: By the 4th generation, your network reaches over 20,000 people. By the 6th generation, the number of disciples (over 35 million) already exceeds the entire population of Australia (27.5 million as of 2026).
- Reaching the World: By the 9th generation, your network reaches over 5.1 billion people, demonstrating that this strategy is a viable path to discipling the nations and the global population of 8.3 billion.
- Sustainability: The KingsCity 12×12™ model isn’t cold, mechanical, or legalistic; it is rooted in the natural flow of “Family” and “Parenting.” Each “Parent” (leader), as led and empowered by the Holy Spirit, builds their own “Spiritual Family” (Hub) of 12, ensuring health, depth, and long-term reproductive capacity. In time, these healthy, well-adjusted disciples become spiritual parents themselves, raising their own “Spiritual Family” (Hub) of 12 – and so on, across generations.
5. Strategic Principles for Apostolic Leadership
- The Selection Process (The Foundation): Leadership development must begin with intentional selection. Rather than trying to lead a crowd, the leader must identify those who demonstrate potential for spiritual multiplication. This is the act of recognizing individuals who possess both the capacity for growth and the heart for the mission. (Reference: Mark 3:13-14; Luke 6:12-13)
- Intensive Relational Investment: The leader must adopt a lifestyle of association. This goes beyond mere instruction; it involves bringing the disciples into the leader’s own life, allowing them to witness the leader’s faith, priorities, and decision-making in real-time. (Reference: Mark 1:16-20; 1 Thessalonians 2:8)
- The Multiplication Mandate: The ultimate objective is not the gathering of followers but the release of producers. Each leader must ensure that their disciples are not just informed but are actively practicing the work of evangelism and leadership themselves. The goal is to move the disciple from observation to implementation. (Reference: 2 Timothy 2:2; Matthew 28:19-20)
6. Visual Logic: The KingsCity 12×12™ Framework
Imagine a central Hub and Spoke diagram. At the center is the core leadership team. Radiating outward are the individual disciples who, having been trained, are released to form their own local Hubs. Each new Hub then develops its own set of Spokes, effectively creating an interconnected network of multiplying church outposts rather than a single, centralized facility.

7. Strategic Action Steps
- Identify three potential leaders within your current sphere who demonstrate the character and potential for apostolic multiplication.
- Establish a formal, intentional schedule for life-on-life association with these three individuals, moving beyond periodic meetings to active shared ministry.
- Create a clear pathway for these individuals to begin practicing leadership, ensuring they are tasked with meaningful responsibilities that facilitate their own eventual replication of the process.
8. Accessing the Resource
For your apostolic network, these principles offer a blueprint for building self-sustaining movements that focus on developing leaders who can then replicate that leadership in others.
